Resumo: Introdução: O presente trabalho apresenta uma sucinta retrospectiva da pós-graduação stricto sensu brasileira e elucida o atual panorama quantitativo das subáreas avaliativas da área de medicina. Objetivo: Este estudo teve como objetivo esboçar um panorama crítico da pós-graduação médica. Método: O método, aqui utilizado, contempla uma revisão das normativas que conduziram a formação da pós-graduação stricto sensu brasileira e uma categorização e análise estatística de dados fornecidos pela Coordenação de Aperfeiçoamento de Pessoal de Nível Superior, complementados por informações da Plataforma Sucupira e do último censo do Instituto Brasileiro de Geografia e Estatística, com recorte das áreas avaliativas da medicina e atenção a elas. Resultado: Como resultado, observou-se que, em junho de 2019, o Brasil atingiu 4.590 programas de pós-graduação, sendo 262 distribuídos nas áreas avaliativas da medicina. A partir desse quantitativo, apresentam-se uma tabela, dois quadros, uma figura e sete gráficos que demostram diferentes aspectos do Sistema Nacional de Pós-Graduação. Conclusão: Em conclusão, no que se refere ao Sistema Nacional de Pós-Graduação, descrevem-se, como ponto forte, a expansão e o crescimento da pós-graduação, e indicam-se, como ponto frágil, os traços de assimetrias regionais. Em face das subáreas da medicina, são evidenciadas as características de cada área avaliativa, incluindo relações entre modalidades, níveis e conceitos dos programas de pós-graduação. Por fim, fica a perspectiva de que, além do número de programas de pós-graduação e de seus respectivos conceitos, um panorama qualitativo deve considerar indicadores como produção científica e impacto social, temas a serem abordados em estudos futuros, utilizando-se dados e as ferramentas metodológicas específicas.


Abstract: Introduction: This work offers a succinct retrospective of the Brazilian stricto sensu graduate program and elucidates the current quantitative panorama of the evaluative sub-areas of Medicine. Objective: This study aimed to outline a critical panorama of medical Graduate Program. Method: The method addressed here includes a review of the regulations that led to the formation of the Brazilian stricto sensu graduate programs and a categorization and statistical analysis of data provided by CAPES (Coordination for the Improvement of Higher Education Personnel), complemented by information from the Sucupira Platform and the latest census published by the Brazilian Institute of Geography and Statistics, focusing on the evaluative areas of Medicine. Result: It was observed that in June 2019, Brazil reached 4,590 Graduate Programs, of which 262 programs were distributed in the evaluative areas of Medicine. Based on this quantity, tables, images and graphs are presented that show different aspects of the National Graduate System. Conclusion: With regard to the National Graduate System, the expansion and growth of graduate studies are described as a strong point, whereas the characteristics of regional asymmetries are indicated as a shortcoming. In view of the sub-areas of medicine, the characteristics of each evaluation area are highlighted, including relationships between modalities, levels and Graduate Program, and scores. Finally, the view persists that, in addition to the number of Graduate Program, and their respective scores, a qualitative panorama should consider indicators such as scientific production and social impact, themes to be addressed in future studies, using specific methodological data and tools.

ABSTRACT

Con la Unidad de Neuro-oftalmología del Hospital Vargas de Caracas se inicia en Venezuela el estudio de condiciones que afectan el órgano de la visión y sus relaciones con el sistema nervioso central. Fundada en 1980 con una idea asistencial-docente, se ha mantenido activa por más de 25 años y es única en su género en el país. Ha sustentado su ser y hacer en cuatro principios fundamentales, asistecia, docencia, investigación clínica y extensión. Asiste a enfermos del hospital y procedentes de diversos centros de la capital, así como también del interior del país, mediante una consulta externa gratuita muy activa en la cual se evalúan diariamente cerca de 16 pacientes de consulta sucesiva y 4 de primera de consulta. Luego y sobre la base de una experiencia clínica, progresó hacia la docencia de posgrado recibiendo por cortos períodos cerca de 40 pasantes por año entre oftalmólogos, neurológos y neuropediatras; adicionalmente se aceptan médicos especialistas para programa de "fellowship" en Neuro-Oftalmología de un año de duración. De esta manera han egresado 32 fellows, 24 venezolanos y 8 extranjeros: 26 oftalmológos, 3 neurólogos y médicos internistas. Con base en muestras de pacientes atendidos a lo largo de los años, se realiza investigación clínica continua de problemas neuro-oftalmológicos, lo cual ha permitido evaluar y desempeñar las diferencias regionales de algunas condiciones clínicas que adoptan características diferentes a otras latitudes. Porteriormente ha extendido su influencia extramuros con asistencia de su personal a otros hospitales para dictar cursos, charlas y ejercicios clínicos con pacientes, y en congresos y cursos internacionales


The systematic study of the conditions that affect the visual organ and its relations with the central nervous system began in this country with the Neuro-Ophthalmology Unit of the Vargas Hospital in Caracas, ascribed to the Department of Clinical Medicine “B” of the “José María Vargas” Medical School, attached to the Faculty of Medicine of the Central University of Venezuela. Founded in 1980 as a teaching clinic, the unit has stayed active for more than 25 years and is unique in its field. It has maintained its place based on four fundamental principles: assistance, education, clinical research and expansion. It treats patients from the Vargas Hospital and from other centers of the country, through an active external consultation scheme, free of charge, in which close to 16 follow-up patients and 4 first-time patients are tended to daily. Subsequently, based on extensive clinical experience, the Unit progressed in to post-graduate education, receiving close to 40 residents from ophthalmology, neurology and neuro-pediatrics programs each year for short periods for direct and supervised teaching. Additionally, especialists have been accepted for a one-year “fellowship” program in Neuro-Ophthalmology. Thirty-two fellows (24 Venezuelans and 8 foreigners) have graduated from this program: 26 ophthalmologists, 3 neurologists and 4 internists, many of which will assume taching duties in their own countries. Over the years, based on a sample of treated patients, continued clinical research of neuro-ophthalmologic problems is undertaken, which has allowed the evaluation, unraveling and publishing of the regional differences of certain clinical conditions. Subsequently, with the assistance of its personnel, the Unit has expanded its influence to other hospitals as well as national and international institutions, running courses and lectures and conducting clinical exercises with patients

ABSTRACT

Aiming to join academic excellence and an ethical and Christian approach to medical profession, the Medical School of the Pontifical Catholic University of Chile initiated its activities in 1930. Since then, the associated Health Care Network has incorporated all the technological breakthroughs in medicine and developed all the specialties. Undergraduate teaching is oriented to promote creativity and innovation. There is also a special concern about humanity of Medicine, throught the Program of Humanistic Medical Studies and the Bioethics Center. Post graduate education is also an important activity of the School, through specialty training, Master and Doctorate programs. Researchers have also obtained important grants and generated a great number of publications in high impact journals. Our University is defined as «complex¼, meaning that we must take important challenges, be creative and lead knowledge generation. We must also improve ourselves to serve in the best possible way our students and the Country. Paraphrasing the words of our founder, Monsignor Carlos Casanueva, we must train physicians that will serve our community not only with science but also with humanity.

ABSTRACT

JUSTIFICATIVA E OBJETIVOS: O número de Programas de Pós-Graduação em Anestesiologia stricto sensu existente no país ainda é muito pequeno. Com a finalidade de incentivar a pós-graduação em Anestesiologia no Brasil, é apresentada a experiência acumulada em dez anos de atividades do programa da Universidade Estadual Paulista (UNESP). CONTEUDO: O Programa de Pós-Graduação em Anestesiologia stricto sensu da UNESP foi credenciado pela CAPES, desde a sua criação em 1994, nos Cursos de Mestrado e Doutorado. O Programa é desenvolvido em três Areas de Concentração: Risco e Proteção de Orgãos e Sistemas em Anestesia e Cirurgia; Qualidade e Segurança em Anestesiologia; e Modelos Clínicos e Experimentais em Terapia Antálgica, com as suas respectivas linhas de pesquisa, em número de 14. O número de alunos regulares do Programa é compatível com o número de orientadores (12), com proporção média de três alunos por orientador. Desde o seu início até setembro de 2004, ocorreram 45 Dissertações de Mestrado e 24 de Doutorado, perfazendo 69 defesas, a maioria com bolsas e financiamentos de Orgãos de Fomento à Pesquisa. Após a conclusão do doutorado, 65 por cento dos alunos têm atividade de docência e pesquisa em instituições públicas e privadas do ensino universitário do país. A maioria das publicações do programa tem sido realizada em revistas nacionais com Qualis A, com menor número de publicações em revistas internacionais Qualis A ou B. O programa recebeu da CAPES o conceito 4,0 numa escala de 1 a 7, em suas três últimas avaliações. CONCLUSÕES: O programa tem se desenvolvido muito bem nos 10 anos de sua existência, alcançando os principais objetivos, como a formação de professores e pesquisadores na área de Anestesiologia para as instituições universitárias do país.

ABSTRACT

In Chile there has been a close interaction between medical teaching and health care. In 1943, the University of Chile School of Medicine (founded in 1833) created Chairs in several public hospitals. The University of Chile School of Public Health (founded in 1943) played a key role in the creation in 1952 of a centralized National Health Service (NHS). The NHS had outpatient clinics and hospitals all over the country and was responsible for health care and for the promotion of health and disease prevention programs. In 1954, the NHS and the School of Medicine set up Residencies and General Practitioners programs aimed at improving the distribution of specialists and general practitioners throughout the country. In 1979, the NHS was replaced with 27 autonomous Health Services headed by the Ministry of Health, while the administration of primary care outpatient clinics was transferred to the municipal government. However, sanitary programs were still managed at the central level. Higher education also expanded and was decentralized. There are currently 60 universities and 17 medical schools, compared to eight and six, respectively, in 1981. The number of students in higher education has increased by 370 per cent in 20 years. At the present time, the Chilean health case system is a predominantly public system with a strong and sizeable private system. Sixty two percent of the population is covered by public health insurance, while 27 per cent is covered by private insurance. New and well equipped private clinics have multiplied. Private non profit institutions manage the prevention and treatment of work related injuries and diseases. Chile's outstanding health indicators (fertility rate: 17.2 x 1,000; mortality: 5.4 x 1,000; maternal mortality: 2.3 x 10,000; neonatal mortality: 4.5 x 1,000; life expectancy: 76 years) are a direct consequence of the improved social, cultural and economic condition of the general populations as well as of the sanitary programs sustained over the past half century.

ABSTRACT

A pós-graduação senso strictu existe há 30 anos na Faculdade de Medicina da Universidade Federal de Minas Gerais (UFMG), estruturada em nove cursos em níveis de mestrado e doutorado. O total de 634 teses e dissertações foi produzido até 1998. Os programas de pós- graduação foram avaliados pela CAPES em conceitos variando de 2 a 6: Medicina Tropical 6, Saúde Pública 5, Patologia 5, Ginecologia e Obstetrícia 4, Pediatria 4, Oftalmologia 4, Gastroenterologia 3, Cirurgia 3, Dermatologia 2. A média de teses e dissertações variou de 1,9 a 12,0 por ano. A proposta de integração da Residência Médica com o mestrado será uma forma de aproveitar o potencial do médico residente e reduzir o tempo de formação do mestre. O Centro de Pós- Graduação atua de forma a coordenar as atividades e a política de pós-graduação na Faculdade de Medicina da UFMG.


The senso strictu graduation of School of Medicine — Universidade Federal de Minas Gerais (FM-UFMG), which was created 30 years ago, is structured with nine courses of mastership and doctorade levels. Until 1998, 634 thesis and dissertation were produced. These nine courses were evaluated by CAPES with scores from 2 to 6 as followed: Tropical Medicine 6, Public Health 5, Pathology5, Gynecology and Obstetrics 4, Pediatrics 4, Ophthalmology 4, Gastroenterology 3, Surgery 3, Dermatology 2. The average of thesis and dissertation presented per year range from 1.9 to 12.0. The proposal of integrating medical residency and mastership, to take advantage of the resident potential and to reduce the necessary time for a mastership title, was approved. The Graduation Center coordinates the policies and activities of graduation at FM-UFMG.
